I don't think so, DoroS is doing more dmg than CLud. Did some testing on the shooting range which isn't even remotely ideal for SG testing so I would expect her dmg to go way up on a boss she can actually hit all her pellets on consistently, especially since DoroS has a skill effect that requires pellet hits
Also two other things, first DoroS requires high ammo on OL I think, she just shoots so quickly during her burst that she ends up reloading way too often so what I have right now is nowhere near enough. And the second thing is DoroS probably benefits the most out of any character from a maxed out doll since SG dolls give a normal attack dmg multiplier and all of DoroS's dmg comes from her normal attacks so that's huge gains and I only have a lvl 1 blue doll right now
tl;dr properly invested she does way more than all the previous water DPS we have
