In a series like Dragon Ball, where most characters are one-dimensional muscleheads with no development beyond a new transformation color, she's one of the few that stands out. Pan has noticeable character growth throughout the series, including a fully-defined arc that stretches across her entire life, from the tender age of 4 to the wizened centenary mark. She's one of the more relatable characters in a series full of super-powered aliens, with realistic motivations and a childish, naive mindset that's understandable for a girl her age, given the environment she grew up in and the people she's always been surrounded by; nevertheless, she shows herself to be mature, righteous, and responsible, as she rises above this mindset and fully shoulders the responsibility of being one of the main protectors of peace on Earth. She's plenty strong, too, having shown feats equal to SSJ3 Kid Goku, who is canonically as strong as Majin Buu in his base form.
Pan is the whole package. She's strong, but she also has a solidly defined character arc and a unique, interesting, and complex personality that lets her stand on her own without relying on power level numbers. I'm not sure where all the vitriol comes from (maybe from jealous Super fans who can't stomach the fact that GT is still regarded as the superior and canon sequel to the original series, while Super is a questionably-canon midquel that was clearly created to be a nostalgia-pandering cash grab and helmed by people who have zero love or appreciation for Dragon Ball).
What's truly exciting is the potential for Pan's expanded role in Daima, which many feel was created with her in mind was one of the principle characters. Her feats in Super alone have placed her as one of THE characters to look out for in all future official media. It's virtually guaranteed that Pan will be an important and pivotal character, especially given her positive reception in Super Hero.
