Pharaoh hardened his own heart.

God gave the Pharaoh ample of time to see for himself and accept the fact that He is the One True God above all pagan idols he worshipped. He sent 10 plagues in total towards Egypt, each increasing in severity. First ones mainly being for show and hoping it would be enough to make him see reason. But when he didn't, he sent further plagues with increased severity to match the type of wrath deserved for people like him and the whole of Egypt for their wickedness.

God, who showed him everything that should of been required to understand, yet he still did not accept. He stayed bitter and hateful, his heart did not mellow out to what was asked of him from his Creator. Pharaoh hardened his own heart to the point God knew there was no other way around it, so when it says that "God hardened the Pharaoh's heart" , it doesn't mean God literally made it so he couldn't repent or doomed him to that fate, it means that after plenty of given time, and ample of signs, God was patient to await a change of heart from the Pharaoh, but he didn't. With each new thing he saw, he's just lock up even more instead of awaking to and accept the truth. He hardened his own heart to the point where at the end of all given chances that God knew would convince him, God just realized there was nothing else left He could do to convince the Pharaoh, she He just gave him what he wanted, a hardened heart that will never care for anyone else but himself and his own pride.

That followed up by the last plague, which took every single firstborn from the Egyptians, including the Pharaoh's son, which, ultimately had him accept what Moses wanted and release the slaves, but not because he actually accepted God and his demand, but because he hardened his heart up to the point he basically just gave up on life and let them go because he didn't want to have to deal with trying to make sense of things.
