Don't know but I think richer countries have been locating their toxic industries there. Maybe that has something to do with it. Bhopal disaster for example, worst industrial disaster in history. Richer countries locate industry there because there is no concern for the environment, health, worker's rights, wages, living conditions, laws or anything else, a Wild West freeforall.
