From 1955 to 1960, he was general counsel to the International Monetary Fund. He served as director of studies at the Royal Institute of International Affairs from 1969 to 1973. He was also a legal advisor to the British Foreign Office, and was a member of the United Kingdom’s delegation to the United Nations in New York from 1948 to 1950. He participated in the writing of the Universal Declaration of Human Rights. He was also a fellow at All Soul College at the University of Oxford, a school closely connected with the Roundtable network.
