No. Not really. They're mostly just normal folks with a belief system that is somewhat different from that of Medieval Christian peasants. But they're no different from anyone else.

Yes, just that one group because the local clergy and nobility fabricated an elaborate system of superstitious beliefs about Jews and then used those beliefs to blame Jews every time something went wrong in Medieval society such as an outbreak of disease, a bad harvest, a war, etc. Also, it wasn't just Jews. They often promoted superstitious beliefs about alleged witches, alleged homosexuals, and other poorly understood minority groups such as Roma people and Protestants.

For instance, the local Medieval warlord, duke, king, or prince notices that there's going to be a bad harvest that year, he meets up with the local clergy, and they collude Blake it on the Jews. Now, instead of the peasants rise up and get angry at the nobility for hoarding all the food for themselves, they'll just blame the Jews because the Duke of Chudville and Reverend Whatever decided to blame the Jews instead of irresponsible management of the local leadership.
You can apply this same explanation every time the Jews are accused of something in Medieval society.
