You can't believe both things.
Many of the second view tend to be militant atheists so it makes sense, they mock magick as well and are just making a point in freedom of religion and practices. But if you think that magick is a real thing that can affect anyone, wouldn't it make sense for the rest of the people to defense themselves even by brutal means, in order to have some stability? It sounds like victimism. Groups like the Church of Satan or Set Temple exist openly nowdays because people don't believe in the power of the occult anymore and is considered stuff for scammers and autists.
If there really is a major division on people skilled in magick and a majority of normaloids, then the natural state of the world is for the former to work in secret and the latter to push them away, unless you get a theocracy like Egypt with the magician-priests as an elite class.
