NTA, I think it's a case of not feeling sexual with anyone until she develops feelings for them and gets to know them. And even then, I don't see her initiating often, if at all, either out of being uncomfortable or needing more time to get into the right headspace to start asking for sex. I think Takumi would notice she never initiates and ask if she doesn't want to, but she does. Not exactly low libido or anything, just not really into it unless her partner is. But that's just my interpretation.
