is very good if you can make PEN% builds work.
PEN% is very viable if you don't have too much DEF% shred in the team (i.e. with Trigger's W-Engine PEN% still can get to be BiS, with Nicole - unlikely, but it can still be alright, with both - you should really try doing something else).
If your agent already has a lot of DMG%, PEN% should be good.

A pretty typical Support W-Engine, meaning it's good. BiS for Rina herself as it improves her buff, but a decent long-term investment, as very few Limited engines offer more than 20% off-field DMG% or the equivalent.
>Koleda
The highest Impact non-limited W-Engine you can have.
Pretty close to Steam Oven in performance, and isn't particularly good for Aftershock agents (they don't count as being off-field during their Aftershocks, so the Energy Regen part does nothing).
Good on Lycaon (but not much better, if at all, than Steam Oven). The best non-limited ball for Lighters, allows him to max out his DMG% buff.

Your only non-Limited CRIT Rate S-rank, so it can be a good cope stat stick.
Very good on Physical DPS.
>The Brimstone
VERY strong effect that is VERY hard to actually make use of.
Good on Harin herself, and basically and Attacker who actually uses BAs, but many don't.
Tends to get better the better your squad is (in-combat ATK is harder to saturate than DMG%, or CRIT stats), but has a bit of anti-synergy with the most common steroid - flat ATK from Astra and the likes
>The Restrained
A spherical brick.
Worthless.
No one wants it, including Lycaon.
Theoretically alright on DPS Qingyi but if you're into that sort of perversion, you should just pull her ball.
People cope using in on Trigger when they shouldn't - they should just use Steam Oven, same as with Lycaon.
