Because apparently they are actual historical figures (or footnotes). In one of the interviews Nasu explains that Higashide actually made profiles for some of those mob servants of the chapter. Though also said they were like the equivalent of soldiers and the like in their time, people that could be even superhuman but still just the average then and that's why they didn't become famous.
