Strobe Talbott is an American foreign policy analyst. He was the 12th United States Deputy Secretary of State from 1994 to 2001. He was also the president of Brookings Institution from 2002 to 2017. During the 1980s, he was Time Magazine’s principal correspondent on Soviet-American relations. He was a long-time member of the Council on Foreign Relations, having been a council director from 1988 to 1993.

On July 20, 1992, he published an article for Time Magazine titled “America Abroad: The Birth of the Global Nation”. In this article, he briefly detailed the history of the world federalist movement. He also openly advocated for, and predicted the inevitability of, a one world government.
