I'd say it's a bit of both. Her cuteness, but also how well the linework conveys her voluptuousness without being overt about it. One way to compare it is like how early Velma wasn't anywhere as curvy as her later iterations would become, but even in her debut design, she had elements of being a curvy girl who hid her curves with baggy clothing. While Rosemary's curves are more pronounced, the fact that her uniform is neither too tight or too loose gives just enough impression of her sexiness without being overt. Can only wonder what Rosemary would be like in modern day if she were to have similar updated redesigns like Velma and Daphne.
