It's definitely not based on the sun cross. The sun cross is in entirely different shape and resembles a crosshair. The Black Sun is lightning piercing a sun in the middle. The closest resemblance is to the kolovrat and if the nazis took any inspiration, it'd be from that. Especially given the kolovrat is supposed to represent the sun.
