Go read machiavelli or some shit like that so you stop asking stupid questions and learn that the "masses" have to be controlled through religion or entertainment or poverty or fear or war, but control must always exist, no governance over any population globally can happen if the power isn't in control.

tl;dr taking away bread and circus is a really bad fucking idea this late into late stage empire, unless you've got a war coming and want to cull millions of the male population, in which case nobody with a dick under 30years old should listen to you anyway
