Gygax actually ran games where he would bend/break rules as rewards for "Good play", ie. playing in the way he wanted them to play. We're talking about XP awards and even special perks like leveling without training if he felt the "quality of play was high", and even advised other DMs to do the same.

Far from arguing DMs should be impartial and not just hand out free things to players, he ran games with the mindset that he could and should confer rewards according to criteria that was largely "If this pleases me," which essentially amounted in his case to rewarding sycophantic behavior.
