It was like a pet project for a local politician in a certain region of the USA; there are plenty of provisions in big bills like this that are just pet projects for random locals. Once the Parliamentarian issued a ton of rulings removing content from the bill, and said some of these were infringing on Senate rules by being non-budgetary, this one couldn't survive. All the other Congressmen had an excuse to say, "Sorry, but we can't support your pet project anymore!" As a replacement measure to appease local politicians in the Western states, they decided to include more compatible tax credits for another local politician in another state, and the rest of the regional leadership there said "Well, now we have enough pet projects for this region in the bill." and everyone agreed.
