There was time, when was plans to make Kaliningrad someting similar as Hon Kong was for UK/China (before it was re-integrated back into China). That it would be "Special economical zone", which would help to attract foreign investments. It did not work out.

Kinda surprised that there are very limited chinese investments. From their "belt and road" initiative. For some reasons, even chinese does not like that area.
