Yeah that Edgeworth looking Leon is what made me realize whoever made that illustration is the same guy behind the original trilogy art, or at the very least the first game. This one >>716198770 is also clearly made by the same artist.
Pic related has works we know were made by the two character designers and artists of the first game.
Suekane Kumiko on the left (she designed all the main characters) and Tatsuro Iwamoto on the right.
They both look nothing like the promo art.
The guy on the right still does illustrations of the series for Capcom, mostly of the original trilogy.
