First I want to say if you like him then there's nothing wrong going for him. In most cases you can use your favorites well enough to clear content. However to be honest the past year and 3 months have been rough for Swordman Spirit Toshu he was basically the best Aether Attacker but now he has tough competition.
He's really straight forward. He's a slow mixed attacker but if he attacks an enemy that hasn't acted yet his 1st and 3rd skills damage modifier increase by 40% making them 100% single target and 140% AOE damage respectively. And his 2nd Skill inflicts Spd Down to 1 enemy and gains 8000 ViewPower. This is helps since if there is at least 10,000VP at the start of the turn he gets an extra 10 Spd bringing him up to 113 which helps him out speed things and the Spd down can slow down an enemy that is faster than 113 Spd. But his 3rd Skill's base cost is 11,000VP which is expensive and caps at 140% so that drags him down.
And his competition for reference.
Mobile Solider Okitaka is capable of dealing higher AOE damage for the same base VP cost if you can work with his buff requirement. For reference something that I didn't include in my overview last week is he would only need 4 buffs/4 total buff duration to deal 164% AOE damage.
Star Insignia Pubraseer while being Combo focused he can still work for non Combo teams since he doesn't need a large combo count. Of course the faster you can get the Combo count higher the better. He has a bit of support with healing from his transformed 1st skill with good single target damage from his 3rd skill.
Raging Storm Hydoor has cheap AOE damage that can activate multiple times, has some support for Speed Heroes, can act twice a turn thanks to his Courage Gauge, and nice single target damage with a high damage cap with his 3rd skill.
So if you happen to have any of them then honestly you're set for Aether damage especially with Hydoor. But again if you like Toshu then there's nothing wrong going for him.
