In my experiences, robot girls vent steam when they're running really hot. They're in combat mode or embarrassed and freaking out. Though it could be neat if she just has to step outside every now and then to vent some heat.
I'm not sure if this really makes sense in a technical sense, but that's fine. Style is more important.
