From what I've read, Buddhism was enforced by the government for centuries. They even outlawed meat eating, which is why the Japs were so diminutive until recently.
If somebody in Japanese government thought that a Christian Japan would be easier to rule and control, then they'd start enforcing that instead. Apparently it's not.
