Sanji's ambition is going to be tied to his love for women, defending his captain and showing outward kindness. He's always at his strongest when he's honest, which is why he won't have his CoC breakthrough moment until it's either saving a woman or openly admitting to value his rivalry with Zoro, even if it's for the sake of supporting Luffy. Getting snubbed by Gaban is where it starts for him, but is how Oda always handles Sanji's development where his big moment comes after he humbles himself with honesty. Zoro is ahead of him because he's simple and honest to a fault and Oda is thorough showing this dynamic between them.
