Fauci has been giving grants for avian flu gain of function for years. Famously people site that Barack Obama stopped this but there was one scientist Yoshihiro Kawaoka who was allowed to continue working on avian flus even after the Obama pause. Other scientists have been worried about his work for years, that's why I think Fauci was pardoned from 2014, somewhere around that time he gave a grant to this Japanese guy to continue.
