I didn't say she liked it, or that they were already friends when she's obviously still pretty viciously bullying Kris at the start of the game. I said that this dynamic, this relationship, is the foundation of their friendship that blooms in Chapter 1. They already know and understand each other based on how they've interacted before.
Susie targets Kris because she feels deep resentment and envy toward them, she can see how alike they are but Kris is the one who gets to be included despite being a "weird kid," who does well in school without trying, who gets to have a wonderful loving mother. And she knows that Kris isn't afraid of her - Kris sees right through her. Kris sees Susie for who she is and likes her for it in spite of everything (maybe not too unlike Noelle). That just pisses Susie off when she's trying to put Kris down, but when they find themselves in the Dark World she can't help but look out for them and try to get them on her side (this dynamic repeats with Berdly in Chapter 2) until she finally lets her guard down and makes the connection, to a friendship that's as strong as if it's always been there.
