It wouldn't be konami that makes it. Commander and GLC were both fanmade formats which grew to the point where they gained official notice. We'd need to develop and spread a ruleset that's more fun than the normal one.
The trend in all the biggest ones seems to be highlander, large deckpool, and some sort of limitation on which cards you can include in a given deck. So those would be good places to start when attempting to make one.
