Because Koei wanted to get the rating down to CERO B. Ironically they still got stuck with CERO C in the sequel but the game was such a half assed asset flip they didn't bother to undo the censorship they had. Konami is going all in on horniness all they are posting is the girls in different costumes since having over a hundred costumes without dlc is their biggest selling point.

Konami wouldn't have even been allowed to release the demo with the camera mode they have if they were going for a lower rating.
