To me it's that one. Many other things from other games were genuine mistakes or results differing from what it was on paper or greed or malice or devs being dumb or all of that at once in some proportions. But civs changing with era even on paper sounds like a very niche, optional challenge mode. I fail to understand what were they thinking by making it a core mechanic.
