Pretty sure the weird 'They're totally joining but not' Oda has done to Carrot, Yamato, Bonney and Loki has got to do with the prophecy carving. They're all the leaders of prophetically important factions, so they're all allies to Luffy above the Grand fleet leaders. Carrot leads the Minks, Bonney the Pacifista and maybe even the warlord pacifistas, Yamato will lead Wano and Loki is so important the carving is just him, he's a chosen one on to himself. I see it like this
>Straw Hat main crew (everyone + Vivi)
>Prophecy Leaders (Bonney, Carrot, Loki, Yamato)
>Grand Fleet Leaders
>Other Allies
