The ballot was in 2015. The only games released in that time window were Triple Deluxe and Rainbow Curse, which were terribly minimal with their casts, mainly prioritizing Kirby abilities. Bandana Dee was conveniently in both titles. Smash was prioritizing new releases above most others.
You cannot tell me that wasn't a choice built on patterns of the time. The only difference is that Sakurai didn't make it happen. This alone has unfortunately made his chances seem way more uncertain, only worsening with time. At this rate, we shouldn't need to keep shilling Bandana Dee, especially since his reason for prominence has way past expired.

That's a very tall order to demand Kirby reps keep up the status of the pink puff, he's a marketing giant in Japan. They just need to be popular enough on their own. There are several other Kirby characters that benefit from such a status, although not exactly to the extent that there should be. Whispy would be a pretty good choice, though.
