It doesn't do that. The effect isn't anywhere remotely close to being that good.
For most characters and stats, when it says they have an S in something, that means that stat is at around 50 to 60ish for them when they're level 15, the main exception to this being executor who is S Arcane at 28 but Arcane is kinda on a different scale than the other stats.
