One is that he (and the Revolutionary Army) have inspired multiple kingdoms and nations to either throw themselves free of the World Government yoke or they are in the process of exiting from the world govt system. Thus, he isn't the normal One Piece character that simply uses violence in each encounter because he also has substantial political successes.
