Japanese people were talking about the phone requirements all day though and that tweet was probably in response to that. PC specs aren't really an issue. Also if you scroll https://preregistration.shadowverse-wb.com/ja/ to the bottom there are different requirements so I'm thinking the bare minimum is actually Android 12.
