Power creep is an issue in games like Honkai Star Rail because it puts you on a constant treadmill of new characters you need to keep up with expected powerlevel. Acheron might be the meta powerhouse one second but then be obscure three months later, who is then obscured by the next one.
FGO doesn't really have that because its damage numbers inflating is largely irrelevant and a good account doesn't need to keep up with every new big DPS unit because of that. To have a well built high end account you need a Castoria, Koyanskaya, Oberon and maybe a Skadi and then just either enough damage dealers that work with them or a good omni-looper. Hell, to have a 99% efficient high end account you can just get Castoria and a few Arts loopers and you'll never really struggle to complete anything.
Castoria herself is kind of designed perfectly for FGOs mechanics, she effectively has no down sides, or rather, the few downsides she has are the least important parts of FGO (no self heal for example). And since FGO is not a game where damage escalation really matters, her remaining on top shows the game is remaining stable.
