Millia is like trying to swat a fly, it's annoying when she's in your face doing Disc Oki and her air movement makes her obnoxious, but the second you pin her down she eats shit. She really needs a headstart or meter to apply good pressure.

Chipp is like if you gave that fly crack and a gun.
His pressure is better, safer, he has better conversions, his air movement isn't much worse, and Rope crossups are far more ambiguous than Disc ones.
And he also has far better defense, though he will explode if he fucks up.

Faust's teleport is worse, unless you have meter for RC or Meteor, but even then it's limited to being an offensive tool
