Of course it also ties in with New New Labour's problem of being terrified of doing anything that could be spun as being remotely progressive; their fear that the press will tear them apart if they do. Ignoring the fact that the press will tear them apart either way.

there's also the issue of him being swamped by transphobia. The anti-trans groups are very well organised, well funded and well-connected. While trans people and those who support them have been out protesting, the anti-trans groups have been hiring professional lobbyists - filling Westminster (and Fleet Street) with people whose job it is to convince politicians (and reporters) that trans people are dangerous, that trans-rights supporters are a bunch of extremists, and that extreme anti-trans positions are reasonable and normal. And they have been very effective at shifting opinion where it matters...
