Well exactly. They can't even begin to make those cuts without a) peacing out the war and b) even if they get peace they need to replenish all their lost equipment which Ukraine kindly toasted for them so the war machine will continue to cannibalise the Russian economy in any eventuality for quite some time.
Which is why I think several banking crises are inevitable for Russia. They may have a couple during the war, and those may be big enough to force them out of the war, but they'll continue to have them afterwards too.
