He has no niche. He has a specific combination of skills that benefit no one.
His main number 1 flaw is that his skill is nonexistent. He basically does not have an elemental skill. It does one single punch of ATK% scaling damage with zero off field utility, so it won't be doing any damage, won't be applying any Hydro and won't be triggering any helpful support 4p sets outside of Noblesse.
His number 2 flaw is how little he provides for a team. His shield is only slightly stronger than Layla at max stacks, but with less uptime and a hefty 60 energy cost. He also provides a 20% ATK SPD buff but ATK SPD is a total meme stat that is only helpful on a handful of characters in very high amounts due to hitlag, and is overall very insignificant.
And the final nail in the coffin, the third flaw is how restrictive he is. If you wanted to use him as a Hydro shielder, you flat out can't use him unless you run him in a freeze team or with a character that spams NAs.
He's outclassed by Layla in 70% of teams and outclassed by Thoma in the other 30%. The only benefit he provides over those two is a buff to a stat only 4 characters in the entire game care about. Calling him a paperweight is being generous.
