I'd love both the Kokiri and the Scrubs together like in Ocarina. Ocarina hinted at the Business Scrubs having a society but Majora outright showed one. That could be expanded on. I remember a theory stating that Kokiri took the form of Hylians for Link's sake, but the ending sort of debunked it. I think you can do something with their lack of aging and their youth.
Even the Skull Kids could be a 'tribe'. I think they had a perfect triangle of forest folk in Ocarina that got lost or even shelved for the Koroks. I liked them in Wind Waker but BotW/TotK burned me out on them.
