They are pound for pound losing. That's what people mean. If the US invades mexico and loses 3,000,000 people to gain a few sq kms of land, then technically they "won", in terms of taking territory, but people will still see them as having got their asses kicked. Russia should have literally taken kiev in 3 days. Instead, they will now never take it, and there will still be a hostile government in kiev.
