Since the FTC is the executive branch and not the legislative, they have to follow a strict procedure set by congress if they want to set any rules. In this case, they skipped an important step in the procedure, so the whole thing got thrown out. All they had to do was write up an economic analysis of the impact the rule would have on the economy. That's literally it.
The fact that they failed to do it makes me think it was all for show. Like that Biden's FTC wanted it to get revoked under Trump a year later exactly so they could run headlines like this.
