Danzo acts like a character in Ghost in the Shell or Gungrave. He doesn't have a loose cannon like Orochimaru, barely has hit squad to his name, and failed to make Naruto into a professional killer. The idea of being a Hokage would make sense, but he can't take Sasuke's ambition.
