The only thing this proves is that there was someone in orange that went up the stairs at 10:39pm to tier L when everyone was said to be in their cells at 8pm. The circled camera is the camera that was recording the footage they released, all the other cameras were only streaming but not recording and it's only catching part of the stairs going up to tier L. The only reason to fake it would be to stop getting the guy coming back out.
