Just the setup for the mystery. This is like saying "buddy, you can't make a Sh game about a crisis event like a car crash!" when that's what got SH1 kicking. It's just the ontological event that kicks things off and sets up the mystery. The game would start waking up on the shore, thinking you just survived a standard ferry sinking, then finding out it's much, much worse.
The other notes talk about the entire town being settled once, then suddenly being abandoned, and it's likely another event. ie people settled, it seemed nice, whoops nightmare worlds and monsters so the people all died in the otheworld or they got up and fled.
