There's a similar quote in Numbers 24:9, it is reasonable to conclude through context that it's about the then nation of Israel:

But the american evangelic bible changed the text so it's more easily quotable in the way thay Ted quotes:
>The nation is like a mighty lion; When it is sleeping, no one dares wake it. Whoever blesses Israel will be blessed, And whoever curses Israel will be cursed.”.
If you have a non-evangelical bible at home you check it right now, the name is Israel is not mentioned in the verse.
