Her skill 2 is one of the worst designed skills in the game
Initially her ramp up was way too slow but the reward was always good enough for that not to matter
when that got power crept they released an EGO that fixes all her issues except the skill 2 (even then she gets to apply 2 same turn dark flame with the passive)

But a big part of it is just how many turns it takes to reach 7 bullets without help and how antithetical her kit is to doing that without issues
Skill 2 stops doing anything past 4 shots
Block is on use instead of turn start
Only way to reliably load more shots every turn is skill 3's but even then she's a god tier clasher & has the ego now which fixes most of that
