I mean it's like Disney technically owns "Marvel" but the comics, TV and Film are all different branches.
If you're an animator you move where the work is. And it's serious business to. Like every studio in Japan hires specialists, you do one job, you have deadlines, and every part of the office is a well maintained production engine, from script, to boards, to animation, to colorists, to the editor, etc. You do one task but you are the BEST in the world at that one task.
America wants one artist to do the jobs of 15 people, either for pocket change or for free, and then change their minds halfway through production, forcing staff to restart from zero due to some "visionary" prima donna asshat's ego.
At least most mangaka encourage their staff to also try their hand eventually. Bob might be the inker, but he has a great idea for a story too he worked on in his spare time, and that'll be the studio's next production.
