Knowing the devs, they're probably trying to do Emilie-Kinich The Sequel with Ineffa and the 6.0 guy rather than using HSR's type of bait with free characters anyway. I'd be really shocked if this year's anniversary included an old shit limited 5* like Eula or Albedo, what to say of Ineffa.

Thematically, it fits the Third Descender who had a romantic relationship with the First Seelie(Pale Princess). But chronologically, this makes no sense because of Dain's human status and age, unless you assume some time fuckery with Istaroth or the Abyss was at place here.
If no time fuckery is involved, this falls under the cyclical plotline Fat Xiao likes to bring up. This means that Khaenri'ah's cataclysm has strong parallels to the story of the seelies and the moon sisters, but the Pale Prince shouldn't be the Third Descender but someone else. Personally, I have no idea who else could fit this role so well.
