FSM was not acting upon Death's orders, that was made clear last chapter by Falling. Death wants no harm to come to Yoru or Denji.
Fire managed to over-ride Death's control, which explains why FSM's speech patterns completely changed from his fight with Fami to his fight with Denji. Denji was being questioned by Fire all along.
