regulus makes impromptu always hit whoever the character whos in front of her attacks, so regulus can pretty much afk and use her extra incantation card to slightly buff impromptu damage. Voyager is better on fights where you need to do damage to multiple enemies since she makes impromptu AoE and her ult reduces moxie.
