Aside from being able to match Axel, he didn't really feel that much like Vicious, more like Pierrot, but nowhere as creepy or tragic. Didn't help that you had that other guy, Schneider or whatever who was acting against the team as their big bad, only for him to get arrested like no big deal. Feels like they couldn't tell if they wanted a villain who was like Vicious and the Syndicate, or someone more shadowy and manipulative like Gouda and the usual villains of Ghost in the Shell.
